The Plant Variety and Seed Act had undergone three amendments since its promulgation and enforcement on December 5, 1988. This Act was renamed the Plant Variety and Plant Seed Act on April 21, 2004, and the new Act was promulgated and came into effect on June 30, 2005. During the early stage of enforcement of the Plant Variety and Seed Act, both the naming and rights of plant varieties were required to be registered and managed under an established system. Not until the Plant Variety and Plant Seed Act was promulgated and enforced was plant variety naming registration excluded from the governing scope.
